Sometimes, government institutions will raise taxes, or make budget cuts in order to balance their budget.
At least, that's what common sense would dictate.
Not this town.
Maybe Mayor Ralph Becker of Salt Lake City should bust it over to Wendover, or the Idaho border and buy some lottery tickets! BRILLIANT!
